Valencia president Amadeo Salvo has confirmed that the club have activated Monterrey forward Dorlan Pabon's release clause.
However, Salvo has revealed that the Mexican club are now stalling developments due to a misunderstanding over the details of the player's contract.
"Pabon will be a Valencia player as we have deposited his buy-out clause of $10m (£6.38m)," Salvo told reporters at a press conference.
"In his contract, it literally says if a club pays $10m, [Monterrey] will let him go and they will put up no type of opposition.
"Now they say the $10m was a net figure, but it doesn't state this anywhere. We will take it to FIFA if necessary, and they will rule in our favour. That would be inconvenient though as it would string the process out for another two or three weeks."
Pabon scored eight goals in 14 games while on loan at Real Betis last season.
