Johnson raced into an early lead at Chambers Bay and it looked like he would be the outright leader overnight, but Stenson hit four birdies in his final five holes to equal his round of 65.
American duo Matt Kuchar and Ben Martin sit two shots back on three-under, while Scotland's Marc Warren leads the British charge on two-under.
World number one Rory McIlroy was left frustrated with his opening round after he hit 72 to finish on two-over par, while Tiger Woods finished on 10-over after an opening round of 80.
Elsewhere, current Masters champion Jordan Spieth sits on two-under-par, while multiple-Major winner Phil Mickelson hit a round of 69 to leave him on one-under.
However, one of the pre-tournament favourites, Rickie Fowler, faces a fight to make the cut after he finished on 11-over.
