A report from the Sports People's Think Tank has called for 20% of football coaches to come from ethnic minorities by 2020.
The organisation will present the report to Westminster as part of its fight against discrimination preventing coaches from ethnic minorities being considered for jobs.
Director Piara Powar told The Mirror: "If football can commit to something like a 20% target for ethnic minorities across football by 2020 then people will find it easier to accept there is a will to increase representation.
"At the moment there is a situation where there is a lot of talk about these issues, all the right noises but no significant action. Not from the Football League, the Premier League or the FA.
"If they were to commit to 20% we would know that some of the procedural hurdles to increasing diversity would be overcome."
A study recently revealed that just 4% of backroom staff posts at Football League clubs are filled by black or ethnic minority candidates.
