The new-look back row incorporates the duo, while James King will start at number eight at the Millennium Stadium.
Head coach Warren Gatland has welcomed back Liam Williams and Samson Lee following the pair's spell on the sidelines with injury, with the former partnering Alex Cuthbert and Hallam Amos in a back three.
Cory Allen and Scott Williams have been included in midfield, while Rhys Priestland and Gareth Davies will team up for the opening contest.
Lee, Paul James and Scott Baldwin make up the front row, with Jake Ball and Luke Charteris in the second row.
