Helen Jenkins believes that she would not benefit from appearing at the European Games without enjoying an injury-free training camp.
The Welsh triathlete has been hampered by foot and ankle problems since the turn of the year, and with qualification races for the Olympics taking place later this year, she has made the decision to sit out the inaugural staging of the Games in Baku.
The 31-year-old told BBC Radio Wales Sport: "It's best for me to get the training in and really focus on our selection races.
"It's really hard seeing everyone racing but having injuries over the last few years, I'm kind of fed up of just turning up to races and not being prepared and not having got all the training done."
Jenkins is a two-time world champion after winning the title in 2008 and 2011 respectively.
