According to The Guardian, the Anfield outfit have bid £21.8m, which is believed to be equal to the player's release clause.
Liverpool boasted the fourth best attack in the Premier League last season.
However, 22 of their 71 goals were scored by Luis Suarez, who is seeking a move away from the club this summer.
