The first chance fell the way of Blackburn's Tom Lawrence, but he couldn't keep his shot down from inside the area after skipping past Paul Caddis and Michael Morrison.
Shane Duffy came closest for Birmingham in the opening 45 minutes, but his header from Craig Conway's cross looped over the bar.
David Cotterill forced Jason Steele into a save at full stretch after an hour as the hosts finally tested the Blackburn goalkeeper.
Blackburn were presented with a two-on-one counter-attack in the 71st minute, but Lawrence panicked and overhit his pass into the arms of Tomasz Kuszczak.
Birmingham looked the side more likely to find a winner in the dying stages, but Clayton Donaldson and Demarai Gray couldn't find a way past Steele.
The final chance of the game fell to David Davis, who saw his 93rd-minute shot whistle inches over the bar as the game finished goalless.
