Fernando Torres has yet to hit form following his £50m switch from Liverpool, while 34-year-old Didier Drogba has been linked with a move to China.
Tottenham Hotspur are also thought to be keen on Cavani, if they can't persuade on-loan striker Emmanuel Adebayor to take a substantial pay cut and join them on a permanent deal.
Cavani has scored 22 goals in 33 appearances for Napoli this term.
