The travelling German squad come into the highly-anticipated fixture at Wembley with concern over the availability of the three players, who all started each of their national side's group stage games.
Manchester City's Gundogan was forced off after 58 minutes in the game against Hungary, while Atalanta BC's Gosens and Chelsea's Rudiger are suffering with cold symptoms.
Sky Sports News reports that Low is unsure whether he will be able to play any of the trio in London on Tuesday, with their 103 caps between them a huge loss of experience.
The potential unavailability of Gundogan could see Bayern Munich's Leon Goretzka come into the starting lineup, after he scored Germany's second equaliser against Hungary last week.
Low will be looking to emulate the result his side achieved in the last 16 of the 2010 South Africa World Cup, when Germany beat England 4-1.
