The away side fired an early warning with 13 minutes on the clock as Raul Rusescu's curled effort was tipped away by Petr Cech.
Steaua had another attempt on goal soon after, but Alexandru Bourceanu's strike flew narrowly wide of the post.
Chelsea's first proper chance fell to Jon Obi Mikel, who saw his shot parried by Ciprian Tatarusanu. The midfielder had another go moments later, only to blaze the ball well over the crossbar.
Despite a sluggish display from the hosts, they took the lead on 34 minutes when Mata collected a pass from Ramires before seeing his shot creep in at the near post.
However, Steaua snatched an away goal in the final stages of the half as Chiriches pounced in the area following a corner.
