Manchester City winger Raheem Sterling returns to the side after being rested for the win against San Marino on Saturday, with Jamie Vardy dropping to the bench.
Gary Cahill and Chris Smalling replace John Stones and Phil Jagielka in the heart of defence, while Fabian Delph starts in midfield in place of Ross Barkley.
Jonjo Shelvey, who made his first international start at the weekend, retains his place in midfield in the absence of the injured Michael Carrick.
Wayne Rooney leads the attack as he bids to become England's all-time record goalscorer, having equalled Sir Bobby Charlton's tally of 49 against San Marino.
