Everton manager David Moyes has expressed his frustration at the lack of funds available to him at Goodison Park.
The 49-year-old is planning to meet chairman Bill Kenwright in order to establish his summer transfer budget.
He said: "I don't need reassurances about managing Everton. A lot of people would love the opportunity that I'm in and for me to have been here 10 years is incredible.
"But I want to be able to compete and I want to be ambitious. I want to give the people something more to shout about than we have done.
"We learned we had to get things done early six or seven years ago but if you don't have the money to get things done, what can you do?"
The Toffees have been linked with a bid for West Bromwich Albion defender Jonas Olsson.
