Hugo Rodallega then combined with Ross McCormack before the Scotsman's shot deflected off Russell Martin and went over.
Fulham went in front when Kavanagh drilled the ball low and beyond John Ruddy after being allowed too much space on the left flank.
The goal gave the home side confidence and they didn't allow Norwich to have any time on the ball as the half went on.
Dan Burn climbed highest from a Fulham corner but his header was cleared off the line by Wes Hoolahan, meaning that the London club went in at the break with a 1-0 lead.
