Aitor Karanka's club are said to have tested the water with an initial £4m offer, but the Tigers deemed the figure too low, according to the Hull Daily Mail.
Hull have had a troubling pre-season campaign having suffered numerous injury woes and losing manager Steve Bruce, who opted to resign from his post.
Another blow is due to come their way as Mohamed Diame is reportedly having a medical at Newcastle United ahead of a transfer.
It seems as though Hull are determined to keep hold of Maguire as Sky Sports News reports that the newly-promoted Premier League club have turned down a second bid from Boro.
Maguire joined Hull from Sheffield United in 2014.
