The home side were ahead after six minutes when Ezequiel Munoz hauled down Andrea Bertolacci inside the 18-yard box.
David Di Michele slotted home to establish an early lead, which could have been doubled just five minutes later when Luis Muriel's through ball found Bertolacci just inside the box.
Emiliano Viviano saved well to keep Lecce within sight and Palermo made them pay moments later by netting the equaliser.
Munoz made up for conceding the penalty by heading home Josip Ilicic's corner.
Lecce were the first side to be reduced to ten men when Massimo Oddo saw red for a dangerous tackle on Abel Hernandez.
