Players' union Fifpro has claimed that Luis Suarez's suspension "from all football-related activity" is unclear on the parameters of what it prevents him from doing.
The Uruguay striker was banned for four months following his bite of Italy defender Giorgio Chiellini during their World Cup Group D game in Brazil.
However, two weeks after the punishment was handed out, his club Liverpool, his proposed future employers Barcelona, the Football Association or Professional Footballers' Association are not thought to understand the full consequences of the penalty.
"We agree that the sanction lacks clarity," said a Fifpro spokesman. "The concept of being banned from all football-related activities is not defined."
It is believed that Suarez is not allowed to train with Liverpool or enter any football stadium during his suspension, but would be permitted to undergo a medical to complete a transfer before the deadline.
