The French champions reached an agreement with Monaco last summer to sign the 19-year-old in a £166m deal at the end of an initial season-long loan spell.
According to Spanish outlet Don Balon, though, PSG fear being punished for breaching Financial Fair Play regulations, having also brought in Neymar 10 months ago for a world-record sum of £198m.
In order to stay within UEFA's guidelines, the Parisians are said to be open to offers for the France international, who netted 21 times in 44 games last season.
The report suggests that Anthony Martial may be used as a makeweight, but United would still have to hand over £167m to make Mbappe their marquee signing.
