Tottenham Hotspur are understood to be leading the race for his signature, with some reports suggesting that personal terms have already been agreed.
However, Spurs are reluctant to meet Brentford's £40m asking price for the Spaniard, instead valuing him at around £20m.
Brentford are expected to hold firm on their asking price and, despite already signing Mark Flekken as a successor, would be willing to keep Raya at the club beyond the end of the current season if their valuation is not met.
The Telegraph claims that Tottenham's hesitance to stump up more money has left the door open for Man United to hijack the deal and bring him to Old Trafford.
Both Spurs and Man United are in the market for a new goalkeeper this summer due to uncertainty over the futures of Hugo Lloris and David de Gea respectively.
Lloris has already confirmed that he is looking to leave North London before the start of next season, although he is thought to have since held talks with incoming Tottenham boss Ange Postecoglou.
De Gea, meanwhile, will be out of contract on June 30 and was missing from Man United's retained list, so will be leaving the club at the end of the month as things stand.
The Red Devils have made Inter Milan's Andre Onana their top goalkeeping target should De Gea depart, but remain interested in Raya.
Chelsea are also thought to be monitoring Raya's situation, with Edouard Mendy set to leave Stamford Bridge for the Saudi Pro League this week.
However, the Blues are currently behind both Spurs and Man United in the pecking order for the Spain international's signature.
Raya was part of the Brentford side that won promotion to the Premier League for the first time in 2021 and has made 161 appearances for the club in total since joining from Blackburn Rovers in 2019.
