The 20-year-old has already been linked with a move to Manchester United, as well as Tottenham's fellow Champions League fianalists Liverpool.
Representatives working for £35m-rated Fernandes are rumoured to have been in England last week meeting with potential suitors.
According to The Mirror, the Lilywhites believe they are ahead of their domestic rivals in the race to land the twice-capped Portugal international.
Mauricio Pochettino has supposedly been told by chairman Daniel Levy that he will be backed to bring in players this summer following 18 months without adding to his squad, and Fernandes is one of those he is looking at.
Fernandes joined Benfica at the age of 10 and has been a regular for the Eagles in midfield this season, featuring 22 times in the Portuguese top flight.
