James Constable's first goal in 12 matches fired the U's ahead after 10 minutes at the Memorial Stadium.
Dave Kitson crossed from the left to Deane Smalley, who teed up Constable to fire beyond Steve Mildenhall.
Rovers briefly thought that they had levelled the game on the half-hour, but John-Joe O'Toole's headed effort was ruled out for offside.
The hosts continued to press for an equaliser, but Alan Gow and Tom Lockyer were denied by good saves from Ryan Clarke.
John Ward's men finally drew level six minutes from time when O'Toole pounced from close range following an untidy goalmouth scramble.
