Elvis Abbruscato struck in the opening minutes of the second half to give the home side the advantage.
Parma had a number of chances to equalise but were unable to find the goal.
Vladimir Weiss put the result beyond doubt deep into stoppage time with a strike from inside the box.
The result lifts Pescara out of Serie A's relegation zone and Parma remain sixth.
