Celta should have been level when Mina crossed for Charles, but the Brazilian's header glanced just wide on 17 minutes.
Gameiro could have had his second on the half-hour mark when he connected with Diogo's cross, but the French striker couldn't find the target.
The home side restored parity just before the hour mark when Mina netted from the penalty spot after Charles was brought down inside the area.
Carlos Bacca was denied on 68 minutes before Jonny curled a free kick just wide for Celta in what proved to be the last opening of the match.
The draw leaves Unai Emery's side three points behind fourth-placed Valencia in Spain's top division.
