Barcelona have released former Tottenham Hotspur and Everton target Sandro Ramirez.
The 20-year-old forward made 24 appearances for the club this season, helping them to a domestic double of La Liga and the Copa del Rey.
However, Barca have turned down the option to keep him at the Camp Nou for another season in order to allow the player to look for more regular first-team football elsewhere.
"Last summer Sandro had an offer to leave," Fernandez told Barca TV.
"We evaluated at that time the situation we had as we could not sign players [due to a FIFA ban] and he made an effort to stay with us. We are very thankful for that.
"But there was a date, May 1, that we could have extended his contract another year, but after the way he has behaved, we believed it was better to open the door for him to explore other opportunities."
Sandro has been linked with Spurs and Everton over the past two transfer windows, while fellow Premier League clubs Crystal Palace and Swansea City are also understood to have made enquiries.
