Cardiff Blues chief executive Richard Holland has vowed that Alex Cuthbert will not be sold by the club.
The 24-year-old, who has experienced an indifferent season with the Blues, reportedly wants a move away from Welsh rugby having rejected a national dual contract.
However, Holland says that the player will not be allowed to leave early, with his contract not due to expire until the end of the 2015-16 campaign.
"I don't really want to get embroiled in media speculation but as far as we are concerned Alex has 18 months left on his contract and that's that," he is quoted as saying by Wales Online.
"He is not on the market. The only other contract we would permit him to sign would be a national dual contract."
Cardiff are currently ninth in the Pro12 standings.
