Leicester Tigers have preferred George Ford to Toby Flood at fly half for the Aviva Premiership final against Harlequins on Saturday.
Reports had suggested that 19-year-old Ford would be omitted at the expense of a returning Flood, who would offer the Tigers more experience of the big stage.
However, Richard Cockerill has shown faith in the teenager by awarding him a place in a starting XV showing just one change from their semi-final victory over Saracens.
Julian Salvi returns to the back row after recovering from injury to line up in his first Premiership final.
For Harlequins, England pair Danny Care and Ugo Monye have shaken off knocks to feature at Twickenham after missing the win over Northampton in the last four.
Nick Evans, this season's players' player of the year, and England captain Chris Robshaw are also among the starters for Quins.
