The Brit, who was not expected to reach the final via the semi-final at Eton Dorney, had a slow start out of the blocks.
Ukraine's Yuri Cheban safely qualified after blasting into the lead, while Russia's Ivan Shytl and Lithuania's Jevgenij Shuklin secured the quickest times in their respective semi-finals.
Mathieu Goubel will also fight for a medal for France in the final alongside Spain's Alfonso Benavidez Lopes de Ayala and Dzianis Harazha for Belarus.
