Leverkusen striker Andre Schurrle spurned a glorious chance to give his side the lead on 70 minutes when he missed a penalty.
Leverkusen have drawn all four of their league games this season and remain just three points above the drop zone in 12th, while Monchengladbach stay 9th in the Bundesliga.
