The hosts looked more positive in the opening stages of the contest, but could create the first chance only after 28 minutes.
Alessandro Diamanti and Panagiotis Kone combined to set up Gyorgy Garics, who then cut the ball back for Rolando Bianchi to shoot straight at Lazio goalkeeper Etrit Berisha.
The second half also took some time to pick up momentum as Gianluca Curci was forced to make a good save on the hour mark when Cesare Natali almost volleyed the ball into his net.
Lazio came closest of either side to breaking the deadlock with 20 minutes remaining when Miroslav Klose rattled the crossbar from close range.
However, Bologna could have picked up the win on 83 minutes when Rene Krhin and Diamanti combined to find Kone in a good position, but his effort went wide.
