Championship leaders Brighton were full of confidence from kickoff, and Beram Kayal came close to scoring an early goal as the Israeli midfielder headed wide from an early Dale Stephens corner.
Rotherham then created their best chance of the half, as Vadis Odjidja-Ofoe found Matt Derbyshire with an inviting cross, but the striker's header went wide.
The hosts went on to dominate the first half, as a low shot from Jamie Murphy went narrowly wide, before the Scottish winger saw another effort flash wide.
Brighton's pressure finally paid off on 27 minutes as Hemed scored his fifth goal of the season, connecting with a Murphy cross to give his side the lead.
