Clear-cut chances were few and far between for either side, with Brewers goalkeeper Stephen Bywater rarely tested for the visitors.
The high-flying Robins began brightly as Jamie Paterson worked himself into space on four minutes but, from 20 yards, blazed over the bar.
Bobby Reid then forced a save out of Bywater and the rebound fell to Famara Diedhiou, but Jake Buxton weighed in with a perfectly-timed tackle to charge the effort down.
City could not find a breakthrough by half time and the restart brought more attacking intent from the hosts.
Paterson had a chance from a free kick around 20 yards out but fired over the top before Josh Brownhill took aim from range for an easy save from Bywater.
With time running out and no goals on the scoresheet, Marlon Pack fired just wide of target from 35 yards out, before the final whistle confirmed a third successive goalless draw on the road for Burton.
The result sees City climb up to third in the Championship table, while Burton edge up to 20th place.
