De Bruyne has failed to make an impact at Stamford Bridge this season, making just nine appearances in all competitions for Jose Mourinho's side.
According to The Express, Wolfsburg are interested in signing the Belgian international, but they have been told that they will have to part with a huge transfer fee to secure his signature.
The Bundesliga outfit could now attempt to negotiate a lower price for the former Werder Bremen player, who prefers a permanent transfer rather than leaving Chelsea on a temporary basis.
