The hosts went close to taking the lead against the run of play when David Silva launched a counter-attack but his cross was headed just wide by Edin Dzeko.
However, the champions were punished for their poor first-half performance in the 33rd minute as Everton opened the scoring.
Fellaini's powerful header was saved by Joe Hart but the Belgian was able to smash home the rebound to score his eighth of the season.
However, Fellaini soon gave the hosts a way back into the match when he pulled Dzeko's shirt inside the area, allowing Tevez to calmly convert a penalty to level the scores.
