Roma had the first chance of the game as Mohamed Salah hit a shot across goal but the Egyptian could not get his effort on target.
Lorenzo Insigne was the one with Napoli's clearest chance of the first half despite their dominance, but the Italian failed to test Wojciech Szczesny from a tight angle.
The away side could have taken the lead after a short corner led to a Kostas Manolas volley just inside the box but the Grecian's effort was high and wide of the goal.
A win for Napoli would see them close the gap to first place to just a point while Roma could leapfrog their hosts with a victory.
