The 25-year-old was in talks over a move to Queens Park Rangers until manager Chris Hughton reignited his interest.
Hooper spent yesterday in East Anglia after being given permission to discuss personal terms with the Premier League club.
According to Sky Sports News, Norwich's medical team are happy with the striker's fitness and he will sign a four-year deal with the Canaries.
