Djibril Cisse may not make his Queens Park Rangers debut in tonight's match at Aston Villa.
The striker moved to Loftus Road from Lazio on Tuesday.
The Italian Football Association are now delaying the completion of the player's paperwork, according to BBC Sport.
Cisse has previously played in the Premier League for Liverpool and Sunderland.
