The hosts dominated the game in terms of possession and chances, but Scott Brown's third international goal settled the match in Scotland's favour.
Captain Brown found the net on 61 minutes with a deflected shot from 20 yards.
At the other end, Scottish keeper David Marshall made impressive saves to deny Marcus Pedersen on three occasions.
The Cardiff stopper, who has now kept three clean sheets in his last four international outings, also thwarted Ola Kamara and Magnus Eikrem.
