Ben Volavola has been preferred to Josh Matavesi at fly-half in the Fiji side for Friday's World Cup opener against England at Twickenham.
Despite making just five appearances for Fiji, Volavola has been given the responsibility at number 10 as John McKee's side look to produce the first shock in what they hope will be a successful Pool A campaign.
McKee has selected three players based in Britain for the meeting with the hosts as Leicester's Vereniki Goneva, Bath's Nikola Matawalu, and Glasgow lock Leone Nakarawa all earn starting spots.
Montpellier flanker Akapusi Qera will captain the side on his 48th international appearance.
