The hosts almost retook the lead 10 minutes later when Jacob Butterfield's effort was saved by Raya, with Scannell seeing his effort from the rebound cleared off the line.
Wells then headed narrowly over the top from Tom Smith's cross as the home side went in search of a late winner, but Blackburn held on for a point.
