A quiet first half saw Michael Claassens take advantage of a rare try-scoring opportunity, but his effort was cancelled out by two Gareth Steenson penalties.
Steenson continued his solid kicking display in the second half, guiding another two penalties between the posts.
Bath were awarded a penalty try five minutes from full time after Exeter collapsed the maul.
Tom Heathcote kicked an easy conversion to tie the scores late in the game.
