Mistakes from the hosts allowed Jones to put Dragons ahead early in the second half, but an Ed Williamson try kept the home side in the game.
However, a sloppy final 10 minutes from the Exiles allowed the Welsh outfit to score three tries, beating their opponents by 28 points.
The result means that London Welsh finish the pool stage of the competition without a win, while Newport move up to third in pool one.
